Pretty sure the increase in resistances is net negative in damage even WITH cold exposure. Also cold exposure does not stack. Also consider the proc is only on HIT. This grant us one more curse. One of the PoB option runs blasphemy with temp chains and enfeeble. (but you can run one curse with blasphemy and rely on witchfire brew if you have mana issue). Jugg is very good.
