The issue is now narrowed down to the pcm continuity is great that means the wiring and fuse box are fine, but when the ac is on that wire from the pcm to the fuse box should have a ground to tell the relay to to supply power to the ac clutch. 2007 Cobalt: If lights are in auto mode, the headlights and parking lights are always on and the dash/radio is dimmed as if it were night.
